In an attempt to become a major worldwide hub for manufacturing and commerce, Dubai is stepping up its attempts to draw significant investments in a number of important industries, including aerospace, pharmaceuticals, and medical equipment. The Dubai Industrial Strategy aligns with this.

The industrial sector in Dubai has made up the third largest sector after trade and logistics in the last ten years, accounting for approximately 11–14% of the country's GDP. The industry has exhibited robust growth even among worldwide economic downturns, supported by many strategic government initiatives and programs including the Dubai Industrial Strategy, which aim to enhance the sector's global competitiveness and draw in international investments.

His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice-President & Prime Minister of the UAE and Ruler of Dubai, stated, "The Dubai Industrial Strategy aims to leverage our advanced infrastructure, enabling an environment to transform the UAE into a global platform for innovative industries and a destination of choice for international companies seeking an integrated and favorable environment for growth and sustainability."

Global and Indian businesses, such as Himalaya Wellness in India, have established manufacturing and R&D centers in Dubai, aligning with the Emirate's industrial strategy to increase "Made in UAE" production in critical areas like pharmaceuticals and medical products.

There are 75 initiatives aimed at turning Dubai into an industrial powerhouse, according to the Dubai Industrial Strategy 2030, which aims to elevate the Emirates into a global platform for knowledge-based, sustainable, and innovation-focused firms.
